In what is being widely hailed as a major political and economic turning point for Rivers State, Governor Sir Siminalayi Fubara has officially signed the state's ₦1.84 trillion 2026 Appropriation Bill into law.
The historic assent took place during a brief, high-profile ceremony at the Executive Chambers of the Government House in Port Harcourt, marking the first full budget signed into law by Governor Fubara through a formal, collaborative legislative process with the State House of Assembly since assuming office.

Following thorough legislative scrutiny and adjustments by the House Committee on Appropriations which included inputs from lawmakers like Majority Leader Major Jack and other assembly members the passed budget sets an aggressive framework for state growth.

Revenue Sources: Funded heavily
by FAAC receipts (approx. ₦936.05
billion) and Internally Generated
Revenue (IGR) projected at ₦487.6
billion, alongside asset sales and
balanced financing.
Economic Sector: Taking the
lion's share with ₦625.8 billion,
aimed at driving infrastructure,
commercial expansion, and job
creation.
Social Sector: Allocated ₦435.4
billion to bolster human capital
development, healthcare services,

Substantial votes of ₦262 billion
for agriculture and ₦65 billion for
law and justice, alongside
provisions like rebuilding the

Addressing stakeholders and members of the press after signing the bill, Governor Fubara described the milestone as a "breath of fresh air" and a testament to a healthier, more collaborative political climate moving forward.
He expressed profound gratitude to the Rivers State House of Assembly led by Speaker Rt. Hon. Martin Amaewhule for their diligence in reviewing and passing the appropriation bill.
In a notable gesture of political reconciliation, Governor Fubara also publicly acknowledged the intervention and role of the Minister of the Federal Capital Territory (FCT), Chief Nyesom Wike, in facilitating the meetings and processes that culminated in the peaceful resolution and joint executive-legislative harmony.
"I strongly believe that it is a breath of fresh air and a healthy relationship moving forward... We will continue to prioritize the welfare of our people and implement programs aimed at improving their living conditions," Governor Fubara stated.
