BREAKING: Constitutional Crisis Looms as Rivers State 2026 Budget Deadline Approaches


Anxiety is mounting across Rivers State as the government faces a potential financial shutdown. With the state operating without a formal 2026 appropriation bill, stakeholders are warning of a looming constitutional crisis that could paralyze government activities by the end of this month.

To maintain essential financial operations following the expiration of the previous budget in December 2025, Governor Siminalayi Fubara had utilized a six-month constitutional extension. However, that grace period is set to expire on June 30, 2026.  

Without the passage of a new Appropriation Bill, there are grave concerns that the state government will lose the legal authority to withdraw funds from the Consolidated Revenue Fund starting in July.

While the State Executive Council approved a ₦1.85 trillion budget tagged the "Budget of Resilience for Growth and Development" back in January, a formal presentation to the State House of Assembly has yet to take place.  

The Conflict: On January 8, 2026, the House of Assembly reportedly barred the Governor from presenting the appropriation bill, citing the need for a legislative probe.  

Legislative Silence: The Assembly, led by Speaker Martins Amaewhule, has remained largely inactive, with no plenary sessions held since March 9, 2026. This prolonged hiatus has left observers questioning who is providing the necessary oversight of public funds in the absence of a budget.
