Budget Breakthrough: Rivers Assembly Approves MTEF, Paving Way for 2026 Appropriation Bill

Rivers State has cleared a major legislative hurdle toward securing its financial future. On Friday, the Rivers State House of Assembly officially approved the 2026–2028 Medium Term Expenditure Framework (MTEF), a critical fiscal document that serves as the foundation for the state’s annual budget.  

The approval, which came just one day after the document was formally laid before the House by the Majority Leader, Hon. Major Jack, marks a significant thawing in the legislative-executive relationship. This development is widely seen as the green light for Governor Siminalayi Fubara to present his administration’s 2026 Appropriation Bill to the Assembly early next week.  

Aversion of Constitutional Crisis

For months, uncertainty surrounding the budget had fueled fears that the state was drifting toward a constitutional crisis. With the 2026 financial year already well underway, the lack of an operational budget had raised questions about the legal basis for government expenditure.  

Speaking during the plenary, Speaker of the House, Rt. Hon. Martin Chike Amaewhule, acknowledged the delay, noting that under the Rivers State Fiscal Responsibility Law of 2010, the MTEF should have been submitted much earlier. However, he emphasized that in the "interest of the state," the lawmakers deemed it necessary to expedite the process.  

Focus on Growth and Development

The approved MTEF outlines the state’s revenue projections, expenditure ceilings, and economic assumptions for the next three years. Lawmakers who debated the framework described it as "people-oriented," highlighting a focus on:  

Economic Diversification: Shifting reliance away from oil toward non-oil sector growth.  

Human Capital Investment: Prioritizing education and workforce development.  

Infrastructure Completion: Ensuring that ongoing projects are finalized to drive sustainable growth.  

What’s Next?

With the MTEF now cleared, all eyes turn to the Government House. Sources indicate that Governor Fubara is prepared to present the 2026 Appropriation Bill previously proposed by the State Executive Council as a ₦1.8 trillion "Budget of Resilience for Growth and Development"to the legislature in the coming days.  

The Assembly has adjourned its plenary until Tuesday, June 30, 2026, when it is expected to begin the next phase of the budget process. This newfound cooperation between the executive and legislative arms is being hailed by political analysts as a welcome return to governance, promising to stabilize the state's economy after a period of prolonged political tension.
