Property owners, developers, and corporate bodies across Rivers State have been put on strict notice as the state government moves to sanitize the real estate and construction sectors.  

In a decisive public announcement issued by the Rivers State Ministry of Physical Planning and Urban Development, the administration has drawn a hard line against unauthorized constructions, illegal layouts, and backdoor structural modifications.  

🏛️ The Mandate: Exclusive Jurisdiction Over Physical Planning

Weilding its full statutory powers, the ministry led by the Honourable Commissioner, Sir Amairigha Edward-Hart reiterated that it remains the sole legally recognized authority empowered to regulate physical planning and development control throughout the state.  

The government stressed that no individual, group, or parallel organization holds the authority to bypass due process. The reminder outlines the non-negotiable statutory functions exclusively vested in the ministry, which include:  

Master Plan Implementation: Driving state development frameworks, including regional master plans, action plans, and neighborhood layouts.  

Permits and Approvals: Granting official authorizations for all structural developments, alongside the revalidation of existing building plans.  

 Zoning & Safety Compliance: Strictly regulating parameters such as building setbacks, bulk heights, density limits, and structural integrity standards.  

Urban Renewal & Spaces: Upgrading urban centers, overseeing wasteland maintenance, and issuing Temporary Use of Space Permits.  

⚠️ Warning to Violators: Demolitions and Legal Consequences Await

The renewed enforcement drive comes on the heels of heightened government anxiety over building safety standards and the proliferation of unapproved structures. The ministry made it clear that it will not hesitate to issue compliance notices, seal sites, or execute demolitions of illegal structures and unapproved buildings encroaching on public spaces.

"Any person or entity found to have flouted these provisions or to have circumvented the due process outlined above will be deemed to be in violation of extant laws governing Physical Planning and Urban Development, and shall be made to face the full wrath of the law," the statement warned.

Property developers and stakeholders looking to embark on new construction or renovation projects have been strongly advised to visit the ministry or its digital portals to secure the requisite certifications and approvals before moving machinery to site.
