Port Harcourt is fast cementing its status as a powerhouse for industrial innovation. In a landmark development that is set to reshape technical education in the region, Nigeria LNG Limited (NLNG) alongside the Nigerian Content Development and Monitoring Board (NCDMB) has officially broken ground on a massive, state-of-the-art research and innovation facility at Rivers State University (RSU).
Dubbed the Research and Innovation Centre for Computer and Electrical Engineering (RICCEE), this multi-billion naira project is poised to bridge the historic gap between classroom theories and real-world industrial demands in Nigeria’s energy and tech sectors.
Inside the Project: What the RICCEE Hub Brings to RSU
Valued at approximately $6.2 million (around N8.43 billion), this initiative stands as NLNG's largest Human Capital Development (HCD) institutional strengthening project to date. Built to occupy over 9,336 square metres of land within the RSU campus, the ambitious complex is designed to feature a sprawling three-storey building housing 18 specialised laboratories.
Key structural and technical highlights include:
Cutting-Edge Labs: Dedicated facilities covering Electronics and Signal Processing, Robotics and Embedded Systems, Software Engineering, and Digital Forensics and Cybersecurity.
Professorial Chair Endowment: A $1.2 million Professorial Chair will be established to drive advanced research, academic leadership, and tight-knit collaboration between the institution and major industry players.
Green & Sustainable Design: The facility is designed with future-forward sustainability features, including solar power provisions and energy-efficient systems to ensure uninterrupted, eco-friendly research operations.
What Key Stakeholders Are Saying
During the official groundbreaking ceremony at the RSU campus in Nkpolu-Oroworukwo, key figures underscored the transformative impact of the project on Port Harcourt’s academic and technological ecosystem:
“RICCEE will bridge the gap between classroom knowledge and practical industry needs by creating hands-on training, joint research, and commercialisation pathways.”
Adeleye Falade, Managing Director/CEO, NLNG (represented by Dr. Sophia Horsfall, General Manager, External Relations and Sustainable Development)
“We challenge this Centre to become a vibrant hub of discovery, creativity, and enterprise where students are inspired to innovate and industry finds reliable local partners for research and development.”
Felix Ogbe, Executive Secretary, NCDMB (represented by Abayomi Bamidele)
“We envisage the Centre as a world-class space where academic ideas can be seamlessly converted into usable products, services, and technologies in alignment with our 2026-2030 strategic development plan.”
Prof. Isaac Zeb-Obipi, Vice-Chancellor, Rivers State University
Why This Matters for Port Harcourt
For years, critics have pointed to the disconnect between Nigeria's booming energy sector and the theoretical nature of tertiary curricula. RICCEE aims to rewrite that narrative. By providing local engineering students and researchers with world-class infrastructure, the hub opens up clear pathways for homegrown tech solutions, software development, cyber defense research, and automated systems that can directly solve operational bottlenecks in the Niger Delta and beyond.
As construction kicks off, all eyes are on RSU to see how this ambitious blueprint transforms into a thriving crucible of tech talent and enterprise.
