Rivers State Assembly Resumes: Fubara’s 2026–2028 Spending Framework Received…

In a major development that could signal a de-escalation of the long-standing political tension in Rivers State, the Rivers State House of Assembly resumed legislative activities on Thursday, marking a critical step toward resolving the state’s budget deadlock.  

During the first sitting of the Fourth Session of the Tenth Assembly, the House confirmed receipt of the 2026–2028 Medium Term Expenditure Framework (MTEF), officially transmitted by Governor Siminalayi Fubara.  

The Legislative Shift

The document, which serves as the foundation for the state’s annual budget, was formally presented to the House by the Majority Leader, Hon. Major Jack. The correspondence from the Governor was read on the floor of the House by the Speaker, Rt. Hon. Martin Chike Amaewhule.  

While the receipt of the MTEF is a significant milestone, the Assembly has opted for a cautious approach. Lawmakers deferred the debate on the framework to a subsequent legislative day, citing the need for "detailed examination and scrutiny" of the document’s fiscal projections.  

Why This Matters

This resumption follows months of legislative inactivity that had fueled widespread speculation regarding the state's governance. The submission of the MTEF is a vital statutory requirement for the preparation of the 2026 Appropriation Bill.  

With the state currently navigating the second half of the year, there has been mounting pressure on both the executive and legislative arms to finalize a formal budget. Experts have warned that failure to pass an Appropriation Law could lead to a constitutional crisis, as the state has been operating without a clear budgetary roadmap for the 2026 fiscal year.  

What Comes Next?

The MTEF is expected to outline the administration’s economic assumptions, projected revenues, and expenditure ceilings for the next three years. Although specific details of the projections were not immediately disclosed during Thursday's plenary, the document is expected to reflect the state government's stated priority of addressing infrastructure development and human capital advancement.  

The House is expected to reconvene soon to begin its formal review of the framework, a process that many residents hope will stabilize the state’s fiscal path and restore routine legislative oversight.
