Declaring the landmark conference open, the Head of Service of Rivers State, Dr. Inyingi Sabina Iwarilama Brown, welcomed top administrative brass from across the federation. She underscored the critical role of the NCE as Nigeria’s foremost policy-making body on human resource management.

In his opening remarks, the Permanent Secretary of Service Policies and Strategies from the Office of the Head of the Civil Service of the Federation, Dr. Ishiyaku Musa Mohammed, lauded the Rivers State Head of Service for the seamless hosting of the event.
Urging delegates to objectively deliberate on all memoranda before the council, Dr. Mohammed stressed that decisions must align with existing service policies and global best practices. He emphasized that the council remains fiercely committed to strengthening institutional capacity, optimizing career management, and letting the collective national interest guide all resolutions.
